PHMSA tweaks harmonisation rule

PHMSA has issued another correction to a final rule, this time the HM-215K biennial update, published in January 2011. The corrections relate mainly to limited quantity provisions, and will give shippers until the end of 2013 to use up their stocks of square-on-point labels with UN ID numbers to use for marking ORM-D consignments. A couple of appeals have been denied and others, notably those relating to air transport, will be dealt with in a separate rulemaking.
