PHMSA responds to petitions

US PHMSA has issued an NPRM proposing a number of amendments to the Hazardous Materials Regulations based on petitions for rulemaking. The changes cover such issues as the traceability of packaging, specifications for resins used in the manufacture of plastics drums and IBCs, removal of the entry for NA1203 gasohol, limited quantity exemptions for Division 4.1 substances, relaxation of the requirements for smokeless powder, and the location of the dangerous goods manifest on vessels in US ports.
