Miscellany from PHMSA

US PHMSA is  publishing a notice of proposed rulemaking (NPRM) under docket HM-218G, proposing miscellaneous amendments to the Hazardous Materials Regulations (HMR). The rulemaking makes a number of editorial corrections but also a broad miscellany of clarifications and regulatory updates. Issues covered by the proposals include external emergency self-closing valves on cargo tank motor vehicles, the transport of regulated medical wastes, the transport of alcoholic beverages by air, materials of trade, lab packs, training recordkeeping requirements, documentation for empty uncleaned tanks, and the carriage of molten sulphur in rail tank cars.
